Established in 1996 and based in Seattle, Washington, MD Solutions International (MDSI) is an experienced provider of AED medical oversight and program management. Through a partnership with a leading AED manufacturer that began in 1998 and continues today, MDSI was one of the first national providers of medical oversight for AED programs in the United States. Several members of MDSI’s Leadership Team are experienced EMS and hospital providers who have responded to hundreds of cardiac arrests in their careers. Two of our team members served in key roles at a leading AED manufacturer providing AED program implementation and training even before the national training organizations integrated AEDs into lay rescuer training programs. With a goal to save lives by assisting organizations to be ready to respond to cardiac arrest, MDSI provides medical oversight and support for hundreds of AED programs and thousands of AEDs across the United States and internationally.

Dr. Raymond F. Jarris Jr.

Dr. Raymond F. Jarris Jr. is the President and Chief Medical Officer at MD Solutions International (MDSI) and has 33 years of clinical experience in emergency, family and occupational medicine.  He is recognized as an expert in remote medical oversight and telemedicine solutions. Utilizing his experience with oversight of medical providers on ships and remote locations, Dr. Jarris became one of the first AED program Medical Directors in 1996 and now has 20 years of AED program experience.  In addition to his leadership role at MDSI, Dr. Jarris is an Emergency Physician at Swedish Medical Center - Ballard in Seattle where he has been appointed to several leadership positions. He has founded several medical service companies and was previously Medical Director/Americas for an international assistance provider and VP and Medical Director for a regional occupational health company.  Dr. Jarris also served as a Captain in the US Public Health Service Reserve. Dr. Jarris received his medical degree from Boston University School of Medicine and completed the family medicine residency at the University of Washington.  He is certified by the American Board of Family Medicine and is a Fellow of the American Academy of Family Physicians. Dr. Jarris has served as an Associate and Special Editor for the American Family Physician and in elected and appointed positions in both state and national medical societies


Ann Rowe, MD, FACEP

Dr. Ann Rowe is the Medical Director for Telemedicine for MD Solutions International. She is a Board Certified Emergency Medicine physician at Swedish Medical Center/ Issaquah, Mill Creek, and Redmond Emergency Departments, and the past President of Eastside Emergency Physicians. She has also served as Medical Director for Swedish Redmond Urgent Care. Dr. Rowe has a passion for remote medicine and telemedicine, seeking to integrate innovative technologies into healthcare and to drive health information into the hands of the consumer. She believes medicine is ready for a more proactive approach.

Dr. Rowe received her undergraduate degree at Dartmouth College. She attended medical school at the Mayo Clinic in Rochester, Minnesota and completed her Emergency Medicine residency at the University of Arizona. She has practiced as an Emergency Medicine physician for over a decade, with experience in rural and remote settings. She is a Diplomat of the American Board of Emergency Medicine and a Fellow of the American College of Emergency Physicians. She is currently pursuing her Masters of Business Administration at Seattle University.


Sally Wooton R.N., Alumnus CCRN

Sally Wooton R.N., Alumnus CCRN, is VP of Operations at MD Solutions International (MDSI) and is recognized as a leader in AED program management, customer service, and training programs. She has more than 25 years of experience as a critical care nurse, emergency cardiac care instructor, and consultant. Prior to joining MDSI, Sally was a Sr. Clinical Specialist for Philips Healthcare Resuscitation Division, providing implementation support and clinical consultation for the community, corporate, and hospital early defibrillation programs involving AEDs.  Wooton was also co-owner of an occupational safety and health training company prior to becoming a Clinical Specialist at Philips. Sally has served in a variety of AHA committee and task force positions and currently maintains her BLS and ACLS Instructor credentials that she uses to teach CPR, AED and emergency response to lay, EMS and hospital responders. She attended Portland Community College and University of Oregon nursing schools.


Terry Flathers, CPA/CGMA

Terry has over 30 years of experience serving as an outside controller to companies in the service, manufacturing, construction and distribution industries in public accounting firms, and as a director of finance to an energy efficiency company.  He has worked with Dr. Jarris in the development and success of Maritime Health Services and Global Medical Systems. Terry received a Bachelor of Arts in Accounting from the University of Washington. He is a Chartered Global Management Accountant and certified as an Accredited Business Valuation specialist. Terry is a member of the American Institute of Certified Public Accountants and Washington, Oregon and California Societies of CPAs.

Terry is a highly skilled financial manager with extensive experience in financial reporting and analysis, strategic planning, budgeting, cash flow management, tax planning and accounting.  He is focused on fostering trust and cultivating partnerships based on financial accountability and transparency.
